Abstract
The Federal Depository Library Program (FDLP) has long
been the backbone of public access to government information,
with physical documents flowing steadily into libraries nationwide.
The FDLP has, however, recently completed its threedecade-
long shift to an all-online distribution model, halting
most distribution of physical print materials to its participating
libraries.1
